What is Headquarters?

Headquarters is the ISO country code of a company's main office, not the location of a server or the nationality of its owner. It gives a reader a quick read on which jurisdiction a provider is anchored to. Here the spread is wide: 21Vianet lists CN, Acronis lists CH, 2FAS lists US, 1Password lists CA and 12VPN lists PA. A provider based in a particular country answers to that country's courts and regulators, so the head office country is a good place to start when legal exposure matters. Pair it with the registered legal entity, since each can point to a different place.
